1 Violation of Code: [46.102] There was no certified person on the premises at the beginning of the inspection. He arrived later. New Violation.
6 Violation of Code: [46.132] Employees were operating and handling food without following proper handwashing procedures. There was no hot water at any of the handwash sinks and hands were not being properly washed. New Violation.
8 Violation of Code: [46.941(a)-(e)] Sufficient hot water was not available at any of the handwash sinks. The water temperatures peaked at 70.5 degrees F which is below the minimum required temperature of 100 degrees F. New Violation.

Statements
Mandarin translation was provided via Interpretalk and also via an associate who was present during the inspection.

This inspection has revealed that the establishment is not in satisfactory compliance and that current management practices have allowed unacceptable public health or food safety conditions. Corrective action is required to eliminate these violations. Compliance status will be assessed upon reinspection.

The Office of Food Protection received plans and fees for this establishment {PLAN REVIEW #16-0991}. Plan review inspection was conducted on {8/5/2016}. Please contact the Plan Review Section, Office of Food Protection at 215-685-7495 prior to making any additional changes or modifications.

This establishment is required to have a Phila. Dept. of Public Health Food Establishment Personnel Food Safety Certified Person present at establishment during all hours of operation. The Phila. Dept. of Public Health issued Food Safety Certificate must be posted. The Food Safety Certification Training Course List of Providers and the Application for Food Safety Certificate can be obtained from the website:

Due to imminent health hazards observed during this inspection, the establishment has been issued a Cease Operations Order and must discontinue food operations immediately.
