36 Violation of Code: [46.981(k)(l)] The following observations were noted:

*Rodent feces was observed on shelves and along the floor perimeters in the rear storage area.
*Flies were observed in the food prep area and rear storage area.
*Small fruit flies were observed in the rear storage area.

Pest control is needed and all pests must be eliminated. Affected areas and surfaces need to be cleaned and sanitized. New Violation.
42 Violation of Code: [46.774] Some utensils were not inverted in the food prep area. New Violation.
45 Violation of Code: [46.522] The following observations were noted:

*Unapproved plastic soda crates were being used for elevation.
*Unapproved cardboard was beingvused to line some retail shelves.
*Unfinished bare wood surfaces were observed in the rear storage area (including shelves, pallets and the doorway). New Violation.
47 Violation of Code: [46.714] The openings of the retail refrigeration units and some freezers need to be cleaned due to debris and dead flies observed. Repeat Violation.
48 Violation of Code: [46.805] A hot water delay and low water pressure was observed at the handwash sink in the food prep area.

The plumbing system needs to be adjusted/repaired to provide sufficient hot water at all sinks and at all times. New Violation.
51 Violation of Code: [46.922(d)] The restroom door was not self-closing. New Violation.
53 Violation of Code: [46.981(a)(b)(c)(g)(n)] Additional cleaning is needed of surfaces in the rear storage area the facility due to rodent feces observed (including the floors, shelves, floor-wall perimeters/junctures). Repeat Violation.

Summary
Statements
Mandarin translation was provided via an associate who was present during the inspection.

This inspection has revealed that the establishment is not in satisfactory compliance and that current management practices have allowed unacceptable public health or food safety conditions. Corrective action is required to eliminate these violations. Compliance status will be assessed upon reinspection.

The Office of Food Protection received plans and fees for this establishment {PLAN REVIEW #16-0991}. Plan review inspection was conducted on {8/5/2016}. Please contact the Plan Review Section, Office of Food Protection at 215-685-7495 prior to making any additional changes or modifications.

Due to imminent health hazards observed during this inspection, the establishment has been issued a Cease Operations Order and must discontinue food operations immediately. The establishment cannot operate for a minimum of 48 hours. The establishment cannot operate until the required fee is paid and the establishment is approved by the Department to resume operations.

Contact the district office at the phone number listed below for a re-inspection once the violations have been corrected and the fee has been paid. To arrange an opening inspection, during after hours and over the weekend, contact Municipal Dispatch at 215 686 4514.
You are required under Section 6-502 of the Philadelphia Health Code to correct the violations listed as noted above. Your failure to correct these violations may result in the revocation of your health license and other legal action. Reinstatement of a revoked health license will require payment of another license fee.
